I need to amend my state taxes for US Government exempt dividends. Do I also need to refile IRS even though it doesn’t affect it? If so, how? It wants to refile both.

When I go through the process to amend my state return so I can record my state exempt government dividends, it seems like it also wants me to refile federal even though I don’t think this affects my Federal return. Am I supposed to amend both which is what it wants me to do, or is there some way to only amend state? Does this get reported to Federal even if it is not Federally exempt?
