Quick Employer Forms submits 1099's only to the IRS. Electronic copies are forwarded to the state.
If your state requires physical copies, review the instructions on the Quickbooks link you provided under "States partially or not supported." The table in that section provides links to state websites where you can find the correct mailing address.
