I inherited money from an aunt in another state (NE) and paid NE inheritance tax. Can I deduct this tax on either the 2016 Federal or State (NE,CA) tax forms?

Unfortunately, state inheritance tax cannot be deducted on your federal tax return. The tax is not deductible in either state, either.
