I filed I Married Joint return, my husband didn't have an Itin number by the time, so we filled a petition together. For this reason, my refund was delayed. Now I need to file taxes for this year. Turbo tax is asking me for State and Local Tax Refund Summary, what should I put since I haven't received anything from state nor IRS?

Since you have not received anything from your state about your refund (no refund and no tax documents) you do not need to report anything there. However, if you do get a tax document from the state about your refund, then you would need to file an amended return.
