TurboTax supports tax years 2015 thru 2018. Tax years prior to 2015 are not supported.
To complete prior year tax returns (2015 thru 2017) using TurboTax you will need to purchase, download and install on a personal computer one of the desktop editions for each tax year required from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/
Prior year tax returns can only be printed and mailed, they cannot be e-filed. When mailing multiple year tax returns use a separate envelope for each tax year, federal and state. Federal and state return are sent separately to separate addresses.
To complete and file a 2018 tax return you can use one of the TurboTax online or desktop editions. A 2018 tax return can be e-filed at any time up through October 15, 2019. After that date the 2018 tax return can only be printed and mailed.

In the scenario cited in this question, how does one handle the issue of state tax refunds? Specifically, in filling out the tax return for the 2nd year, should I use the amount of the state tax refund that is being claimed in the prior year tax return even though it hasn't yet been received? Or do I wait until the actual refunds are received and then claim them in the year in which they are received?
They are reported in the year they are recieved.
