I have not received my state refund yet and I filed back in January I have tired reaching out to the IRS already and they were no help I don't know what to do.

The IRS has nothing to do with your state refund. Your state tax return is processed by a department of your state government. Go to the following link and click on the name of your state for information on contacting the appropriate department.

Before phoning, you should also check to be sure the state return was successfully filed.   If you efiled, be sure your efiled state return was accepted.  If you used Online TurboTax, you can check by looking at the Tax Home in your Online account.  What does it show there for the state return--accepted, rejected, printed, started, ready to mail, or what?

Or did you choose to file by mail instead?  TurboTax does not mail it for you.  If you chose that method, you have to print, sign, date, and mail it to the state tax agency
