I have NOT received my 2023 refund. How do I apply this owed refund to my 2024 tax payment

Sorry each year is separate.   You can’t add your 2023 refund.  Unless you applied some or all of your 2023 refund to 2024.  It would be on your 2023 tax return line 26.

Did you file 2023?   If you efiled was it Accepted?  Only the IRS can tell you about your refund.  What does IRS say?

Did you go all the way through the File tab, through the 3 steps and hit the big orange Transmit Returns Now button?

When you efile you get back 2 emails.  The first email only confirms the transmission.  The second email says if the IRS (or state) Accepted or Rejected your efile.  And check your spam folder for them.

When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc.  What does it say?

Each tax year is separate.  You cannot apply your 2023 refund to your 2024 tax due.  The only way to accomplish that would have been to make that choice when you filed the 2023 return.    You will need to pay your 2024 federal tax---which is now late.

If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

As for 2023:

TurboTax does not get any information at all from the IRS after you file your tax return.  No one at TurboTax knows what the IRS is doing with your 2023 return.

Did you mail your return or e-file?

If you mailed it:

MAILED RETURNS

If  you mail a tax return (or a payment) to the IRS, it is a good idea to use a mailing service that will track it like UPS or certified mail so you will know it was received.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.

TurboTax will not know anything about your mailed return, and will continue to show “Ready to Mail” on your account.  TurboTax will not know that you put your tax return in an envelope and took it to a mailbox.  TurboTax does not get updates on mailed  (or e-filed) returns.

The IRS refund site  is now showing information for 2022 returns as well as information for 2023 or 2024 returns so you can check the IRS site.

You need your filing status, your Social Security number and the exact amount  (line 35a of your 2023 Form 1040) of your federal refund to track your Federal refund:

https://www.irs.gov/refunds

Or......

Did you e-file?  Did you click a big orange button that said “Transmit my returns now?”

When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

Does your TT account say that your return was accepted?  Or does it say something else—like “rejected”, “printed” or “ready to mail?”  If it does not say accepted then it was not filed unless you put it in an envelope yourself and mailed it.

TurboTax does not mail your tax return for you.

If your e-file was accepted:

If you chose to have your fees deducted from your federal refund:

Santa Barbara Tax Products Group, LLC  (SBTPG) is the bank that handles the Refund Processing Service when you choose to have your TurboTax fees deducted from your refund. This option also has an additional charge from the bank that processes the transaction.

You can contact them SBTPG, toll-free, at 1-877-908-7228 or go to their secure website www.sbtpg.com

Call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday

When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
- After it asks twice, you will get another menu.

Press 2 for personal or individual tax questions.
Then press 3 for all other inquiries
It should then transfer you to an agent.
