That is a statement of fact ... when the IRS releases the refund TT will be paid and you will get the balance of the refund.

Perhaps my rush for some sort of answer made it difficult to understand the situation. In my order summary my benifits are actually broke down into their own sections like audit defense and idnotify and identity protection insurance and their cost states them at $0.00 but MAX is listed seprate for 59.99 and shows it has not been paid. I also show my audit defense as paid by turbotax on 1/31/19 and i received the certificate on 4/8/19 which was when all thebenifits became available yet turbo just sent me an email informing me payment was due. I highly doubt turbotax is permitting me identity protection insurance for no payment recieved and I have yet to recieve a refund as of yet from my federal and the santa barbara website that allows you to check if they have recieved your refund deposit says that they have yet to recieve my refund. I have recieved state refund and my home heating credit but i did have to verify my identity and that was 5 weeks ago.

Ok ... once you filed and asked for the TT fees ( including the MAX package) to be withheld from the federal refund the fees were considered paid and access is granted.  Now if the refund is delayed or  reduced you will get several emails from TT asking you to pay the TT fees ... follow the email instructions to do so.

Except I filed and prompted my turbotax fees to be taken out of my income on 01/31/19 and didnt receive any of this until 4/8/19 and prior to this my taxes amd fees were diffrent. For instance i no longer have a service processing fee on my account. I did not show any access to my max benifits until the first of april, before that i was permitted access to free services such as mint and quickbooks due to being a turbotax customer but from all i have read they dont insure you for defense or identity coverage (mine is 250,000 in monitary coverage if something were to happen via audit or identity theft) unless you actually pay them. I mean I supposse they could it just seems like a not so smart business desicion if turbotax permits me my benifits wothout first recieving payment and im not sure why it took over two months to reach the point of permission. Would an approval of my tax return cause the permission to become active as you state? Whether the refund was sent for deposit or not, would my 2018 federal return being approved be cause for TT to allow for my benifits to become active even though they have not recieved payment?

Use the IRS Where's My Refund site for the latest word on your federal tax refund, and your state government's refund lookup service for the latest on your state refund.

 

Does this IRS "Where's My Refund" tool say your funds have actually been sent?

Did you have the TT fees withheld from the federal refund  and the balance sent to your bank account or debit card ?

If so the refund needs to go from the IRS to the third party bank to your bank account.  This process can take up to 3 business days or more.
