I had a new roof installed in 2015, and I forgot to claim it on my 2015 taxes, can I claim it on 2016 taxes?

If this was on your personal residence, you don't get any credits or deductions for a new roof. 

If it was a special energy efficient type of roofing, then it may qualify for some Energy Credit, but if it was paid for in 2015, you would need to amend your 2015 tax return to include it.

No.
Repairs, maintenance, and improvements  to your personal residence property are not deductible from current income. If you make major improvements which increase your home’s market value or extend its useful life, you can add the cost of the improvements to the cost basis of your home, and you get the benefit when you sell.
