I got a decline letter from MetaBank, about Refund Anticipated Loan. Does this mean federal will get all of my refund?

If i owe federal, and I have a refund that's due from them, will they take all of my refund?

The IRS will take whatever portion of your refund is needed to offset past due taxes.
