Regarding your tax refund, the IRS is extremely understaffed right now due to COVID-19. When they reopen, you may want to reach out them by phone at 800 829 1040.
Regarding the stimulus, the IRS has not given TurboTax any official guidance as to when stimulus payments for every taxpayer will be released. As long as you provided your direct deposit information/card information or mailing address information, you will receive the stimulus when it is released to you (as long as you otherwise qualify for it).

The online link is your best option to track your refund. I have attached a link with more answers from the IRS as to why your refund may be taking longer to process.
There is a delay in processing the returns as the IRS is not processing paper returns at the moment due to Covid-19 and social distancing policies in effect.
