This is between you and the issuing bank for the debit card ... TT has nothing to do with it.   Contact the issuing bank to resolve this matter.

The processing bank for TT returns where the fees were to be withheld from the federal refund is SBTPG ... start there :

I filed for 2018 Tex return and never received it due to legal matter. TurboTax issued a debit card twice to someone else.

No luck. For some reason my information isn't found. I've contacted IRS and they say to contact TurboTax and vise versa. I have submitted form with IRS to trace my 2018 tax return but no response back yet. What are other options I can take. My refund is about 6K and could really use the money right about now. What are other steps I can take.

All I know is TT never touches the refund in any capacity ... only a bank can negotiate a direct deposit from the IRS and TT is not a bank.  So if the IRS trace says it went to the processing bank you must direct your questions  to the processing bank.
