On 2/27/19 I contacted the IRS due to being well past the 21 day mark. The gentleman I spoke to advised me that my return was under further review and it could be a multitude of reasons why. He stated a letter was going to be sent out (I'm assuming a CP05) explaining what he already told me and that no action needed to be taken.
Today I decided to download my tax transcripts and noticed the following codes.
570 Additional Acount Action Pending 3/11/2019
971 Notice issued 3/18/2019
I'm curious as to what this means as these dates are in the future.
The gentleman said the expected amount and the amount he sees on his end are the same, so that's good news... I think.
He also said that they should be concluded with the review and a refund should be issued by 4/25/19
Has anyone dealt with this before? I'm curious as this has never happened to us before. We've been married for years and have claimed our 2 kids without issues in the past.

I can tell you that many people have received these exact same two codes the last couple of years. They are fairly generic codes used internally by the IRS that can mean a variety of different things. The bottom line, is that your return got reviewed manually by a person and that's what is causing the delay. Many times, nothing gets changed on your return.
