You cannot enter your past years' 1098-T's on your 2016 tax return. Only information for 2016 can go on your 2016 return. You can file amended returns for 2014 and 2015 to include them on your previously filed returns, though.
And if you do not have a W-2 for 2016 yet, you should wait for it. Employers have until January 31 to get them to you. Do not try to prepare your return with a pay stub.
The IRS will start processing returns on January 23, 2017. Until then, any returns that have been e-filed will sit there on the server. If you are seeking the Earned Income Credit or Additional Child Tax Credit, the IRS will not issue your refund before February 15, 2017, which means it cannot arrive in your account before February 27, 2017 or later.
