I am only receiving a State of Hawaii refund of $220.00. Could Turbo Tax file it for FREE?

Your question is being posted from online Deluxe.   When you use a paid version of the online software, you have to pay separately for federal and state returns.  Your fee is not based on the amount of the refund your are getting.

If you want to delete your state return and try filing it on your state's tax site you can do that.

If your TurboTax fees are higher than expected, you can reduce them by removing add-ons     (BEFORE you e-file) :

• Remove Premium Services
• Remove MAX Defend & Restore
• Remove a state
• Remove PLUS Help & Support
• Remove Pay With Your Refund
