How to contact IRS on $10,200 Unemployment Tax Break refund that has not showed up?

We have been waiting for our expected refund due to the $10,200 Unemployment Tax Break enacted after we filed.  This is taking too long as it has been five months and those dollars are needed.  How do we contact the IRS to check on it?

(Yes TurboTax nicely adjusted it after the program was adjusted but we are in the category that were instructed not to refile.)

No way to track it.  Just keep waiting.  The IRS is sending them out in batches over the summer.
