You won't be able to update your direct deposit information once you've submitted your tax return and it has been accepted by the IRS.  If your financial institution rejects the deposit, the government will mail your refund check. Please see What if I entered the wrong bank account for direct deposit? for additional information.

I did owe taxes for 2018 and I file my taxes and paid it. I understand I can't enter my direct deposit for that.  However, I am about to file and pay my owed taxes and I would like to add my direct deposit information to get my stimulus check via direct deposit. When someone gets a tax refund direct deposited, that does not seem to be a problem.  However, how do I  establish a direct deposit for the stimulus check if I have to pay taxes again for 2019?

Check this website and update your bank information if necessary.  AGI is line 7 on your 2018 return and line 8B on your 2019 return.  Refund is line 21a of the 2019 tax return. and line 20a for 2018

you should be able to do that independent of your 2019 tax return has yet to be filed.
