Yes, you are correct many states do not accept e-filed amendments. Additionally, each state has its own rules on amending a return. For example some have an amendment "X" form for example 1040-X. However some just have taxpayers file a new return to replace the original return.
Before starting any amendment be sure to have a printed/electronic copy of the original return as typically information is needed from that filing.
When you sign in to your TurboTax account and select the "Amend" option you will have the opportunity to select whether you are changing federal, state or both.
Follow the guidance in TurboTax to complete the changes. At the end you will see the option to print/mail the return. The correct forms will be printed for your situation with an address shown for mailing.
Typically, you are going to send in the "X" form, if the state has one, plus any forms that changed. If your state does not have an "X" form, then the entire new return will be sent in to replace the original filing.
If you have trouble you might repost here with your state and someone will have the specific requirements/steps for your state.
When you get to the FILE tab again in the amendment process you will choose to mail in the state return then the correct mailing instructions should be presented in the PDF of the return. Otherwise check your state's website for that information.
