Lots of people received those IRS letters that listed generic possible reasons for a difference in their refund amounts. Are you complaining that your refund was MORE than you expected? Or was it less?

TurboTax has no way to know whether you received the 1st and/or 2nd EIP payments. When you prepared your tax return you were asked in the Federal Review section if you had received those payments. If you said you did not receive the payment(s) then the stimulus payment was put on line 30 of your tax return as a recovery rebate credit. The IRS cross checks every return with an amount on line 30. If the IRS sees that they already issued the EIP payment(s) to you then they adjust your refund or you even end up with tax due.
Check your IRS account---does the IRS say they sent you a payment that you did not receive? (If you filed a joint return you need to check for both spouses.) If so you can ask for a trace to be put on the payment.

What "refund guarantee?"
There is a 60-day no questions asked money back guarantee on the desktop version (installed on your own computer from a CD or download).
The accuracy guarantee guarantees accurate calculations, and if you are assessed a penalty or interest for an inaccurate calculation, Turbotax will pay the penalty or interest. You always owe your own correct tax, whatever it is. If you are getting a larger refund, you can't make a claim against the accuracy guarantee.
Turbotax is not guaranteed against user mistakes. I have not yet seen any problem with the recovery rebate that was caused by a program error (although there might be cases I don't know about). All the recovery rebate problems I have seen so far are the result of user error.
The guarantee would only come into effect if due to a Turbotax miscalculation you get billed for additional taxes(not reflected on the return), penalties, and interest. then you would pay the taxes and Turbotax would reimburse you for penalties and interest. you get nothing if your refund is larger.
