How do I amend my return so that I can say YES to the question...can someone else claim me as a dependent?

If you have not filed your return yet, go back to the Personal Info, click Edit on your name, go through the screens to change your answer.

If you have already filed your return & it is accepted, you would to amend your return to make the change.  Amended returns must be mailed.
