Actually if you are not getting a return the software does not allow you to add banking info. Same problem I have.
The likelihood of IRS actually helping is pretty low. Just as unlikely that congressmen care about an insignificant demographic. Also, a low chance that Intuit cares about it either.
Can't add what I need to add to either IRS website nor this site. That is the issue. The IRS portal will only work for some people, but cannot work for others. This is due to having a foreign address. I own a home, pay a mortgage, spend money, and study in the US, but I do not live there most of the year. It is impossible to add my info into their system because they do not catalog foreign addresses in the same way.
So, I was at least hoping I could add my banking info to TurboTax. However, TurboTax will not let me. Wasn't it the CEO of this company that said that the IRS had all of TurboTax's customers banking info so that we would not have to worry? However, only people who expect to get refunds are allowed to add their bank info on the TurboTax system. Because I do not expect refunds, I cannot enter my bank info - effectively making it impossible to get the stimulus check. I spend a great deal of my income in the US economy. I could use that stimulus check about now.
Anyway, there is no solution. At this point, it is water under the bridge.
I understand your frustration. Unfortunately, TurboTax doesn't have the ability to update information for you either. If you have already filed your tax returns for 2018 and 2019, the ONLY way to update it is through the IRS portal, which as you pointed out doesn't work for everyone.
The IRS is aware of some of the issues, and is working on them - although we don't know which issues are getting priority for a "fix." I'll cross my fingers that the international address issue is one of them, as I know many folks personally who are frustrated by that one!
Don't entirely give up just yet - keep checking the tool. Since it's inception last week, I've already noticed a number of issues that have been addressed.

That doesn't work if you don't have tax or refund due. The option isn't provided. But, if you don't, then any economic incentive payment you are entitled to will be sent by check rather than direct deposit. This is a shortcoming of the Turbotax product that Intuit has not addressed.
That shouldn't mean the direct deposit info can't be put on the return. That has nothing to do with the CARES act or your refund. Its just info that is passed on to the IRS via your return. Turbotax should allow users to include that info if they wish.
That is incorrect. Regardless of whether one gets a refund, the direct deposit information is available. The product should allow users to include it in their returns regardless of refund if the user wants to.
That only works if you don't file a return, once the return is filed (even without direct deposit) the IRS tool will not allow you to enter that information. It has to come to them through the return.
