How can I request a refund for my filing charges for State and Federal return? I ended up having to mail my return so the $59 each to e-file didn't happen.

Did you use the Online version? Sorry but Efiling is free and included. The Online fees are to prepare the return whether you efile OR print and mail. They don't give refunds for Online returns since you don't have to pay until you efile or want to print.
