How can I get information on why the Massachusetts state return hasn't been accepted?

"Started" means your MA return has not been filed.

Did you efile the Federal return and has it been accepted?   You cannot efile a state return yet if the Federal return was efiled first and has not been accepted.  You have to wait on the Federal to be accepted.

AND the Massachusetts forms may not be ready yet.

According to the table below, the Massachusetts state forms are not yet available as of the time of this answer.  But they may become available later today (January 26).

If the forms you need are projected to become available today, it can be anytime during the day--early or late.

These are projected dates.  They will not be available until the date changes to "available."

Check in this table below to see when the MA forms you need are projected to be available.  Once they are finalized and available, then the date in the table will change to "available."

In addition, if you have efiled the Federal return already, you cannot efile the MA return until/unless your efiled Federal return has been accepted.

So once your Federal return is accepted, AND once all your MA forms are showing as "available", you should be able to go back and finish and efile the State return.
