Use Where's My Refund, call us at 800-829-1954 and use the automated system, or speak with an agent by calling 800-829-1040. TurboTax has no control or knowledge about your refund.
Do you mean that you filed a 2017 tax return but did not receive the refund? You will have to seek information from the IRS about that. TurboTax never gets any information about your return after it has been filed.
Try checking your online account with the IRS (and if you filed a joint return—check for BOTH of you)

If you need to trace a payment that the IRS says has been issued to you, mail or fax a completed IRS Form 3911, Taxpayer Statement Regarding Refund.
But.....if you mean you prepared a 2017 tax return but did not file it, so sorry, but it is too late to file a 2017 tax return and receive a refund. If the return was not filed by mid-April of 2020, the refund has been forfeited and will not be paid.
xmasbaby0 meant that the deadline to file a 2017 tax return to claim a refund was in April 2021. Of course even with that correction the deadline has still passed by more than a year.
