Once your return has been accepted, you will not be able to make any changes until after your refund has been processed. Amending your return means filing a new form, 1040X.
You should not try to amend your return until it has been fully processed and you have received your refund or your payment has cleared. Amended returns do not “catch up” to your original returns and replace them. They are processed as two separate returns.

I have not received a notice of form from IRS for filing.
They have not processed 2019 form as of yet.
How should I proceed with submitting W2.
I haven't received stimulus payment from government because 2019 has not been submitted.

Don't do anything - just wait. If the IRS wants the W-2's they will send a letter asking for them with directions on how and where to send them. They have a special form they send you for that.
