I still have not got my refund from 2019.. I mailed in my paper return in July 2020.. The where is my refund tool does not show any information... I know there has been delay processing mailed in returned at IRS due to covid but it's almost a year since I mailed in.. I feel very frustrated.
I did not get my second stimulus check because I guess it depends on the 2019 tax return...
Should I call IRS about the refund? What should I do?
Thanks...

The IRS refund site will not display anything about a 2019 refund now. Only 2020 refunds are shown on the refund site. Did you use a mailing service to track the mailed return so that you know it was received? You can call the IRS about it. If they still have nothing in the system by now then you could re-mail it but use certified mail so you know they get it.
As for the stimulus---they are not going to use your 2019 return for that now. You need to file a 2020 return and use the recovery rebate credit on 2020.
The stimulus check is an advance on a credit you can receive on your 2020 tax return. If something went wrong or you did not get the stimulus check in 2020, you can get it when you file your 2020 return in early 2021
The Recovery Rebate Credit will be found in the FEDERAL REVIEW section. ( you should see "Let's make sure you got the right stimulus amount”) If you are eligible it will end up on line 30 of your 2020 Form 1040.
Make sure that you enter ALL of the stimulus money received for the 1st and 2nd stimulus for yourself, your spouse and your children.

To call the IRS:IRS: 800-829-1040 hours 7 AM - 7 PM local time Mon-Fri
Listen to each menu before making the selection.
First choose your language. Press 1 for English.
Then do NOT choose the first choice re: "Refund", or it will send you to an automated phone line.
Instead, press 2 for "personal income tax".
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions." It should then transfer you to an agent.
I thought the second round of stimulus check which has the amount of $600 was sent out late last year/early this year and would refer to tax for 2019, and many people that I know already received it without filing tax for 2020. Can you confirm this please? Thanks...
