Yesterday, I filed my 2019 Federal and California tax returns with Turbo Tax. I have used this service since 2005.
I again selected this years free file program from IRS.GOV list.
To qualify, I answered 'yes', as my adjusted gross income is under $36,000.
I began the tax filing process. However, half way into to program, I was alerted I must choose Deluxe program to continue and then was charged $110 for 'free' tax preparation services. The same problem occurred with my last years filing and I received a refund*.

Turbo did not honor my request for refund for forced payment for tax service.
I have notified IRS about my problem.
