I mailed my original 2019 PA Tax Return PA-40 about a week ago. Since then I have made corrections and now I'm ready to mail my completed 2019 Amended PA Tax Return 40X. I used TurboTax to help me complete all the necessary documents and schedules. Do I need to include a copy of my 2019 Amended Fed Tax Return, 1040X, along with the PA-40X and PA-40 that I will mail to the state?

No, you do not need to include a copy of the federal tax return with your PA-40X.
But, you should wait until the original 2019 PA-40 has been processed (refund received, or payment clears bank account) before you file the PA-40X. That way, the PA Department of Revenue will have a "record" of the return being amended.

Thank you for your prompt reply. How will I know if the original PA 40 has been processed, since I'm not receiving a refund nor do I owe?
I have another follow up question to ask about this issue. The reason why I'm filling out a 2019 Amended PA Tax Return is because I failed to report tax info from a 1099-B and 1099-DIV that I received after mailing my 2019 Federal and 2019 PA Tax Returns. I went back into TurboTax and added the missing tax info and saw that it had no affect on my original 2019 PA Tax Return. In other words, I am not receiving a state refund nor do I owe and with the additional tax info now added, I'm still not receiving a refund nor do I owe. So, having said all of this, do I have to file a 2019 Amended PA Tax Return?
You are saying that even though the PA Amended Return you are filing includes the additional income and there were additional taxes calculated, that you do not have an amount due and you are not receiving a refund? Can you clarify?
When you did the amendment in TurboTax after you amended the Federal Return did you continue through the amend process for the PA State return? You need to be sure that the missing income was included on the PA State Return before submitting it again.
If income was left off the original return and you amended the federal return, I would recommend that you go ahead and mail in the Amended PA return.
Thanks for responding to my questions. Per your recommendation, I compared my entries from my original PA 40 to that of the revised PA 40 and the PA 40X. The entries are all there. Let me explain. The entry for the "Total Ordinary Dividends, line of the 1099-DIV, was entered as $30. However, the correct amount should be $37. So I entered the correct amount of $37 onto the PA40X. The 2nd correction pertains to "Qualified Dividends" line of the 1099-DIV. I entered an amount of $30 onto the original PA 40. This was incorrect, that line should have shown $0. Therefore, I changed this amount to $0 onto the PA40X. The last correction pertains to the "Total Capital Gain Distributions" line of the 1099-DIV. This amount was entered as $0 on the original PA 40. This was incorrect. Therefore, I entered the correct amount of $9 onto the PA40X. As I stated above, after making the corrections onto PA40X, I still am not receiving a refund nor owe anything. Hope this clarifies everything for you.

Generally, you don't need to amend if there are no changes to taxes owed, but just to avoid getting a letter from the state indicating that your Dividends and/or Capital Gains don't match, I am recommending that you go ahead and mail in the PA40X to make sure your return matches the reporting statements.

in 2019 i lived in LOUISIANA before moving to PENNSYLVANIA so i had income in both states , when filing i included only the W2s of PA (i didn't receive the W2 from LOUISIANA) and now that i received it i am trying to fill out an amended return to PA , but i don't know if i have to put that new income in addition to what i made in PA on line 1a (gross compensation) and line 9 (PA taxable income) of the PA 40 or just put the income made in Pennsylvania.

It depends.
If your earnings were for 2 different employers, you may need to amend your federal return to include your wages from both employers.
If your wages were earned under 1 employer, then you may only need to amend your Pennsylvania state return to claim a credit for taxes paid to the other state, if applicable.
If you have already reflected all of your earnings from PA sources and you marked your return as being a part-year resident, it is possible that you do not have to amend your PA return. But be aware, if you end up having to amend your federal return, you will need to amend your PA return.
Make sure you do complete your return for Louisiana though as it sounds like you need to file the tax return for that state.
Good evening. Can you explained how to fill out amended Pa tax return 2023? Do I need to fill out all lines same as old one but correcting needed lines or just correcting line? You didn’t add your estimated payments? The state will probably catch that and add it in for you. I would ask the state if you need to amend for that.
Yes , I did one late payment in June 2024. I send them bank check for my state tax 2023. Then I did my extension tax return in October 24 and I realized that I have tax forgiveness with my two child and small income and I forgot to add this payment ( I named it estimated payment ). It was my first payment to PA revenue at all cause I am new resident with first experience in USA. I dont know how I can check my balance information online and when I could open and use online account to control it? Can you explained how it work too? I found instruction Schedule pa40 x where I can see the reason to fill out of this schedule is in particular amended estimated payments with schedule pa40x and new Amended PA40. But there no instruction how to fill out Amended PA40, there are only for schedule pa40x. I send text to PA revenue about it as well but they didn’t answer me yet . Can you help me pls!
If you left off a tax payment, then PA will notice and adjust your refund accordingly.
You should wait for the results from your original filing
