Filed my 2019 tax refund in paper but did not receive a refund yet

I filed my tax for 2019 in paper last year but I still have not received a refund. I can't get any information/update through where is my refund tool as well. I know that there has been delays processing mailed in returns at IRS but I am just wondering is such a delay now normal?

Also, Can I file my tax for 2020 given that IRS has not processed my 2019 tax return?

I recommend you double-check your e-file status by logging into the e-file tool using the link below.  

If it was accepted, continue to check the IRS website for an update. Once they have a date, they will update the website. You will need your, social security number or ITIN, your filing status, and your exact refund amount. You can obtain this information from your Turbo Tax account.
