Filed April 15th it is now July 28th and we still dont have our taxes back. They say still pending. Whats up?

I hope you meant PROCESSING  ... the IRS is taking much longer to process returns this year so check the IRS site every few days for a progress report. 

If you mean the TT site still says PENDING then check the IRS site as the TT notification system  may be stuck.  Once efiled you should have gotten 2 emails from the IRS ... one saying the return is submitted and pending and the next a rejection or an acceptance for processing.
