Fee's taken before IRS accepted Federal

Hi, Thank you for your time...My question is I filed federal taxes with TT. I have my fee's coming out of my refund however, I have zero updates on my federal refund. My refund says on "Where's My Refund" Processing, still on that 1st bar, so I checked my IRS Transcripts and on there I haven't updated at all, it actually says on my IRS acct that they haven't received my 2021 return which is odd, So I for the heck of it checked Santa Barbra Bank and they have $0 of my expected amount. My question is how did TT take my owed fee's out and it says "Payment Complete" if in fact the IRS states online it hasn't even started my Federal yet? How would TT be paid my over $200 in fee's if the IRS hasn't started my Federal? Hoping this all makes sense. Thanks again.
