My taxes have been accepted by both the Federal and State. I have received my State refund already but have not seen the deduction in my account for the payment to the Federal. It was supposed to come out the 20th of April it is now the 26th. Why has it not been paid yet?

The Treasury announced, at the direction of the President, that the federal tax deadline is extended to July 15, 2020 for filing a return & paying taxes owed. That maybe the reason the IRS has not deducted your payment yet, plus the IRS is short staffed.
No worries; as long as you filed your return or extension on or before July 15, 2020 and you selected July 15, 2020 (or earlier) as your payment date, you won't get penalized for late payment.
In the meantime, keep an eye on your bank account — if you still don't see the debit 7–10 days after your return has been accepted, call IRS e-file Payment Services at 1-888-353-4537 or contact your state tax agency, as appropriate.
