Federal refund went to Green Dot Bank but I don't have an account

I was told by the IRS that my Federal refund went to Green Dot Bank.  I have a routing number but no other information.  Trying to reach Green Dot is a terrible, frustrating experience.  You can't speak to anyone, even by chat, unless you have an account number.  I don't bank with Green Dot so I don't have an account number.  How can I get the information I need?  HELP!!!

If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the service charge deducted. The third party processor will deduct the TurboTax fees plus the service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.
