5 days ago I submitted my taxes. My federal is accepted and my refund is already pending in my bank account (I know crazy how fast that went this year) but my State taxes are still "pending" I have never had my State pending for so long in the past. The Fed and State returns have always come in toghether. Should I be concerned my State is still in limbo?

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.

It's been 10+ days that my CO return has been pending. How do I determine whether this is a Turbotax issue or state of Colorado issue?

I am having the same issue as well. My state Colorado return has been pending for 6 days and fed was accepted very quickly.
This is not an automatic issue; as xmasbabo0 explained above, both state and federal returns are processed by separate entities therefore one being processed before the other is not untoward and in fact is a usual occurrence. Please review this FAQ.
Same issue I even got my federal return already in bank and co still pending not sure what’s going on

Is there a time frame I should wait before reaching out to Turbo Tax on waiting for Colorado to accept my e-file. I filed on 1/23. Today is 2/1.
In order to process the state return the federal return must first be accepted. So even though you submitted on the 23rd the Colorado return wasn't actually submitted to Colorado until after the federal was accepted.
That being said a week is long enough to have at least accepted the return. Double check your spam filter to make sure the email from TurboTax isn't in there and then go ahead and check on the Colorado return here.
I've got the same problem. My assumption is that the Colorado DOR is not ready for incoming returns yet and/or they are waiting for the IRS to send federal info or doing fraud checks. I'm guessing that the answer is patience, and there is nothing to do except check status in TurboTax.
Confirmed by posting at Colorado DOR:
The Colorado Department of Revenue is currently not accepting Income Tax Returns on the Department’s free Revenue Online website for the 2022 Tax Year. Coloradans will be able to use Revenue Online to file their state income taxes no later than February 22, 2023. The delay is due in part to numerous pending changes brought on by a busy 2022 legislative session and required system maintenance.
The Department of Revenue’s ability to accept and queue 2022 individual income tax returns has been be delayed from the usual start date of January 1 to no later than February 10, 2023 for the majority of state income tax filers. Coloradans can still file their income tax returns through paper filing and Modern e-Filing (MeF).
Taxpayers are still able to file for prior years, as this only affects the 2022 income tax returns. Taxpayers may still manage their accounts by securely signing in. If taxpayers need to file a 2022 income tax return, they may elect to use a third party filing service or file by paper. This delay does not affect a taxpayer’s ability to file for other taxes, such as sales tax.
My Colorado return has been accepted and is being processed, so it appears the Colorado DOR is meeting its announced processing dates
