The 1041 estate form is only available in TurboTax Business.

Assuming that the estate was closed at the time the 1999-C was issued then the estate is probably insolvent.
I don't know if its a statute of limitation issue since you are looking at debt forgiveness for a closed estate?, but my issue was rather complicated and trying to avoid1041 (which is available only with the business software of TT) my issue was checks sent to the widow as Estate of XXX in care of widow, and I feared doing the 1041 . I ended up going to Chat GPT providing all the information and found a gem that kept us out of doing the 1041. (in that case if payment went directly to widow vs estate than off the hook) Work on chat be specific and good results. Good Luck
