I e- filed today and the returned was rejected , it said I did not have the PIN number , I looked and it was in the right box. However the IRS is down for maintenance could that be the problem or could my PIN number be wrong.

It could be because their system is down but the IRS was backlogged in 2020 so allot of returns were processed late.  If you still get rejected, try using a Zero for your 2020 AGI.
