E-file Status

Yes, as long as your return was accepted by the IRS.  Filing and payment are separate.  You may have filed, but not paid - you have still filed a return in this case.

Are my 2019 taxes considered filed if I have not yet paid the amount I owe for purposes of the new stimulus package?  I understand the government will use my 2018 tax return if 2019 taxes have not been filed.

Yes, as long as your return was accepted by the IRS.  Filing and payment are separate.  You may have filed, but not paid - you have still filed a return in this case.
