I electronically filed my tax returns for 2019 in October, 2020. The returns were received and accepted as per TurboTax. Obviously, this was all done during the height of COVID so communication with IRS was practically non-existent. I have since tried multiple times to contact and get an update on the status of my taxes and my expected refund. Throughout the process, I received many different reasons and explanations for the delay but there was one constant. I was told not to re-submit my return. Until today. The agent admitted that they do not have my return and that I should resubmit my return, electronically. Finally, an answer and a direction of what to do. Unfortunately, I cannot find a way to electronically file a prior year's return. Any suggestions?

E-filing is permanently closed for past year returns. Only some paid tax pros using professional tax software have the ability to e-file a past year return. Using TurboTax, you have to print, sign and mail a past year return.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
Thank you for your quick reply. If I choose to use one of these paid tax pros, can they simply resubmit my existing TurboTax file or printed return or must they perform their own reconstruction of my 2019 taxes. The disturbing part of all of this is that I would have gladly resubmitted my return immediately but was directed not to. Then today, they specifically advise me not to mail the return but to e-file instead. When asked how to e-file at this late date, they admittedly had no idea other than to research it online.

xmasbaby0 is correct about filing an amended return through TurboTax for a closed tax year. You would indeed have to print and mail the amended return if you use TurboTax for the amendment.
If you use a paid tax professional for filing your amended return they will need a complete copy of your return to be amended for preparing the amendment. I do not know of any paid tax professionals who would be able to utilize your .tax file as paid professionals are prohibited from using TurboTax for paying clients.
My suggestion would be to download a pdf of your return if you decide to seek a paid professional to handle your amendment.
