No, TurboTax Free Edition does not include Form 8962. You will have to upgrade to Deluxe (or higher) to create that form. Follow the instructions in the FAQ at the following link to create Form 8962. At the bottom of the FAQ click the link for the type of TurboTax software that you are using.

IRS is asking for form 8962 after filing, why did Turbo Tax not include this?

@Dog5  TurboTax creates Form 8962 when you enter your Form 1095-A. If you did not enter Form 1095-A when you prepared your tax return, Form 8962 would not be included in your tax return.
