Do you have to file amended Federal form if no changes?

While entering medical expenses on my Amended 2023 Federal form did not change my federal taxes (still below standard deduction), it did change my state tax return (state allows you to reduce your income by the amount paid for medical insurance premiums). Do I have to submit both amended fed and state returns?

You can file the state amended return by itself, without sending the federal amended return.  It will have to be printed, signed, dated and mailed to the state.
