That is correct.

An amended return, Form 1040-X, can only be printed and mailed to the IRS if the original tax return was not e-filed. The IRS will take up to 20 weeks or longer to process an amended tax return.

Before starting to amend the tax return, wait for the tax refund to be received or the taxes due to be paid and processed by the IRS.

I e-filed my 2023 return and it has been accepted by the IRS. According to the instructions to which you pointed, I should be able to file the 1040X electronically if the 1040 has been accepted. The issue that I have is that when I follow the instructions, in the first step of trying to make an amendment TurboTax tells me that the 2023 1040X will not be available until 15 February 2024. It is only a minor correction on a 1099 DIV form and may not affect the tax due, but I was hoping to get this accomplished sooner. I guess I will have to wait and try again in a couple of weeks (by then the IRS should have processed my payment).
