Do I need to file for 2018 if i did not make any money and do not live in the US?

If you had no income at all of any kind in 2018, you do not have to file a 2018 tax return. But if you had no income, how did you support yourself?

If you are a U.S. citizen, you are subject to the same requirements for filing tax returns whether you live in the U.S. or abroad.
