After discovering a missing deduction last year, I filed amended 2017 federal and state returns. (I had already paid the tax due for both returns.) The federal return was unaffected, but the amended state return showed that I had overpaid by $40. The state sent me a check for this amount in 2018.
I did not receive a 1099-G form for the 2018 tax year. Also, I am unable to claim state taxes as a deduction on the 2018 return.

It depends. You would have to report it as income if you itemized deductions on your 2017 return, as then the taxes refunded to you would have been included as a deduction on your 2017 return.
