Dependant question

Hello, my wife and I own two homes. Both paid for. She and I reside in one together. The other home is where her Mother and Brother reside. Both her mother and brother have zero taxable income. My wife and I pay 100% of her mother and brother's expenses. Food, clothing, tv, cell phone, vehicle,  gas, insurance. 100% of their expenses is paid by my wife and I. 

 

My question is;

Can I claim either of her relatives as dependants on my income taxes?? My wife is a stay at home wife. Caretaking of her mother diagnosed with full stage dementia.
