I sent my 709 gift tax return to the address below. I noticed 2 problems: 1) USPS tracking still shows my original city Santa Clara where I mailed from. Does USPS not scan IRS mails? 2) I did not ask for signature required, but the tracking email says "Reminder: This item requires a signature for delivery. If you can't sign in person, you can authorize someone else to sign." . The IRS address seems to be a P.O box. and I don't think they will sign. Will USPS not deliver in this case? Should I re-send it via priority mail or do something else? I am worried about this and would appreciate expert advice. Thank you.

While I would never recommend sending a second return to the IRS when the first one is in the mail (confusing the IRS is never a good idea) if you're really stressed about this go ahead and send the second.
In an attempt to alleviate some of your stress I will remind you that the IRS uses the postmark to go off of when determining when you filed your return. So even if it arrives after the 15th it isn't considered filed late.
If you're really that concerned, send it via a private carrier, such as UPS or FedEx.

You can't file your return twice. You should go check with the post office what the status of your package. Do not send another copy unless you are sure the IRS didn't receive the first return and they will not be receiving it.

I had a similar problem with USPS last year as my 709 tax return form did not reach even after April 15th. So I had opened a case with USPS, and re-sent it along with a copy of that case. My original 709 reached after the copy reached. (I e-file my normal tax return but I had to post the 709 tax return as that seems to be the only option).
Questions:
1. Please let me know what happens if 2 copies of 709 form reach the IRS for the same year.
2. My current 709 tax return has not reached even after 1 week and USPS tracking still says that it is at the original destination I sent from. USPS told me that they will file a case only on 8th Tuesday. Should or should I not send another copy similar to last year?
3. When should I send the 2nd copy ? Tomorrow (Monday) or only after the case is opened? I understand it should reach before April 15th.
