Once you e-file your return and IRS accepts it, then your return is on IRS timetable. There is no way of knowing when IRS will finish processing your return, but you can track your refund on the IRS website. You will not see your refund expected date, on the IRS website, until after IRS approves the refund. If it is approved, IRS will update your status, and they will give you an estimated date. Please see the example attachment below. For most taxpayers, (9 out of 10), the refund process takes approximately 21 days. If it has been more than 21 days, please see the TurboTax FAQ: Why is my IRS refund taking longer than 21 days? State refunds are handled by your local government officials and federal refunds by the federal government. So these two processes are different, and you might not receive both refunds at the same time.
