Can i transfer money from my account with out the card

<P>Who do i call if i never recieved my card </P>

I still have not received my card in the mail and I need money off of it but it will not let me transfer money to another account without activating the card haven't received it over a month

My account was compromised last year, someone used my money account to charge over 4000.00 in charges to Pulse . So I filed a report with credit karma and they contacted?
