Who do i call if i never recieved my card

I still have not received my card in the mail and I need money off of it but it will not let me transfer money to another account without activating the card haven't received it over a month

I never received my refund for 2023 because my bank was unexpectedly closed a day before the money was going to deposit into my account so it got lost right ?
