Can I postpone the auto debit for the tax prep fee since I haven't received my refund yet.

I have been on hold for my refund and I filed 2/1, and with all this mess going around the country I know I won't be able to pay it then, is there a way to postpone the payment until I actually receive my refund?

You may be able to defer the TurboTax fee but that time period may not be long enough depending on your situation. Please see this TurboTax FAQ for more information regarding your TurboTax fee that may be due before you receive your refund if you selected the Pay With My Refund option which includes information about an email you will receive that will allow you to request a deferment:

That tells me nothing about the steps I need to take for a deferment just that I'm stuck with it, please send me a link to initiate a deferment if thats even possible
