Can I have the IRS take my 2019 tax payment from my 2018 tax refund, which I have not received yet?

My 2019 tax payment due is $322, my 2018 tax refund is $1800. I have not received the tax refund.

The IRS has issued my refund. However, I have not received my refund. Turbo Tax Payment Method is Refund Transfer and indicates Payment Pending. Where is my money?
